CDC stands for Community Development Corporation.  

Community development corporations (CDCs) are non-profit, community-based organizations created for the purpose of revitalizing and improving economic development in low-income communities and neighborhoods.  A primary function of CDCs is to develop projects and design activities that will enhance the economic opportunities and community self-reliance of the people in the areas served.  CDCs concentrate their efforts on enabling community residents to become owners of affordable housing.
